Can the console be repaired if another shop already attempted the repair?

It may still be repairable, but previous work can change the repair difficulty. Lifted pads, missing components or damaged traces need to be assessed first.

Is a broken HDMI port the only cause of no signal?

No. The port is common, but the display path or other board faults can also cause no output. Diagnosis is important before replacing parts.
